The founder, a distinguished Professor of Law with over four decades of academic experience, has dedicated his career to teaching at various levels of legal education—LL.B., LL.M. and Ph.D.—while guiding numerous scholars toward academic and professional excellence. He began his illustrious career as a Lecturer at G.K. Law College, where he served for 14 years. During his tenure, he pioneered a unique initiative by adopting a remote village to provide students with hands-on experience in resolving local disputes, thereby fostering a spirit of community service through legal education. Subsequently, he was appointed as the Principal (CEO) of V.M. Salgaocar College of Law, Panaji, Goa. Under his visionary leadership, the institution established 42 village-level legal aid cells across the North District of Goa. Through these cells, students were trained and inspired to engage in pro bono settlement of disputes—a venture that achieved remarkable success and brought international recognition to the college. This pioneering model of clinical legal education not only empowered communities but also prepared students to excel in legal practice across India and abroad. Guided by compassion and a deep sense of empathy for the underprivileged, he founded this Public Charitable Trust with the vision that these humanitarian and educational initiatives will continue to flourish through the trustees in perpetuity.

Rommel holds an MBA in Entrepreneurship with Distinction from Assumption University, Thailand and a BBA in Human Resources from Goa University. His professional journey underscores his commitment to development and management. As an Assistant Professor of Management Studies at St. Xavier’s College and Don Bosco College, Rommel was instrumental in facilitating student learning, maintaining discipline and evaluating academic performance. This direct experience in academia will be invaluable as the Pinheiro Foundation works to establish educational institutions and implement various training programs. Beyond academia, Rommel’s corporate roles, including Senior Coordinator of Business Development at JIC Management Consultants, Manager Recruitment at Sure Shot and Executive Corporate Business Development at Resource Management Group Plus, have honed his business acumen. His responsibilities included client coordination, generating new business, building client relationships and coordinating interview campaigns. These skills are directly transferable to the Foundation’s work in forging partnerships, securing grants and effectively managing resources to achieve its charitable goals.
